Under QS-9000 req. 4.2.6 Note 1:
"The supplier should identify and define appropriate metrics to monitor the effectiveness of existing operations"

1. Can anyone come with some explanation about this?

2. One customer suggest to us during their audit is to implement "OEE - Overall Equipement Effectiveness". If we study and implement OEE measurable, would this be evidence to support this NOTE?

There are many ways to address this. Look at your processes and ask yourself what measureables apply?

The key word is effectiveness. You have elements of manpower, scrap, etc.

1: As you say, it is a note. Notes are not requirements, only verbage to be used in assisting on meeting the shoulds and shalls of the above paragraph. In this case 4.2.6.. You could take all the "Notes" references out of QS-9000 and not affect the intent of the standard.

2: Remember this title of 4.6.2.1; "Facilities, Equipment, and process planning effectiveness" It sounds from your post that your OEE may be limited to just equipment. Don't forget plant layouts, ergonomic, line balance etc...

Maybe the most importand part of 4.2.6.1 is the statement that all such effectiveness "shall" be in conjunction with the APQP process.

This area is not to select measurables for individual items, it is to monitor the effectiveness of the "Planning Process" then moves to defining how the facility is set-up and confiqured.

-Is the receiving system set up in a way to maximize floor space?
-Are automated systems integrated where possible to maximize line speed?
-Do all your operator stations have anti-skid floor mats where needed?
-Do you have a process for an adequate stock buffer if a supplier misses a shipment?

Those are just some items to get the ball rolling.
