Greeting,

If we do only assembly of the product, can we certified ts-16949?

We supplies seat belt for some OEM but we only assembly the product. All material come from many suppliers of ours except the 'retractor' which comes from our parent company. We don't design the product either (all specs comes from customer)

Anybody can give me explanation, including the clause of ts-16949 related with this ? Are our suppliers should be part of certification audit scope?

You should be allowed to be certified to TS 16949. The location in the standard that talks about this is 1.1:
This Technical Specification is applicable to sites of the organization where customer-specified parts, for production and/or service, are manufactured.

Supporting functions, whether on-site or remote (such as design centres, corporate headquarters and distribution centres), form part of the site audit as they support the site, but cannot obtain stand-alone certification to this Technical Specification.

This Technical Specification can be applied throughout the automotive supply chain.
Your suppliers shouldn't be part of your certification audit. Of course, your records of selection and evaluation of suppliers will be...
