A Quality Control System Requirements utilized by the Federal Supply Service and General Services Administration, does anyone have any pointers to give with this rather antiquated standard? This is my first time and would appreciate any insights from those who deal with this requirement.

I've never seen Fed-Std-368a, personally, but I'd bet it's akin to MIL-Q-9858 which I am very familiar with.

I just took a look at it. It's more like Mil-I-45208, a basic inspection system. The standard is 3 pages long. I've attached it to this post.

Although I've not had experience with this particular fed std, from my quick review, I would say any ISO compliant system would probably comply with this std. It requires
Training
Management review of the QC system
Receiving inspection
In-process inspection
Final inspection, including thee verification that all quality and contract requirements are met
Statistical techniques & Sampling plans
Inspection status and control of NC material
Calibration of M&TE
Records
Written procedures
Document & Data control

No Al, I am just trying to present a Quality Control System to comply with the Standard. We have been in the process of changing our 1994 QMS to the 2000 revision (did not register to 1994) and now have to meet this standard that the GSA is re-instituting with new solicitations. The process was dropped in 2001.

Seems like you're ok. You could include the 368a std in the scope of your manual and develop a matrix to cross reference the std requirements with your QM sections or reference them directly within your manual.

As an adjunct to the inclusion under 5.2, you could also create a comparison grid [matrix] as a graphic to relate specific sections in Fed-std-368a 1979 to the relevant sections under ISO9k2k, and further point out:
"Where relevant to specific customer requirements, we will also include Procedures and Processes as the need arises. This specifically includes any and all requirements contained in Fed-std-368a 1979 as well as any future requirements of present or future customers."

Sorry for the tardy response. I am only relying on the FED-STD-368A because we have not completed our transition to ISO-9001:2000 and we are not registered. No, I know of no other Old Standards being utilized by FSS or GSA at least from our pre-award visit.

I went and developed a Quality Control System Plan, that covers the 368A requirements but does not control the QMS I am developing to ISO-9001:2000. The plan then covers my Customer-related Process (7.2), Customer Communication (7.2.3), and generally the Production & Service Provision (7.5) for FSS & GSA contracts.
