Dear colleagues: It seems every time I read this passage I see something different.

"The organization shall establish processes to ensure that monitoring and measurement can be carried out and are carried out in a manner that is consistent with the monitoring and measurement requirements."

The ISO 9004 guide does not help because it states: "These processes includes surveys, simluations and other measurement and monitoring activities."

Can anyone clarify? Is it just a process of implementing control plan requirements?

Basically, yes. Be sure to address both product characteristic and process characteristic related measurement devices.

I don't know if this helps but to simplify this - It basically says you have to have processes that detail how you do monitoring and measurement (inspection and testing) and those processes have to meet the requirements of the required monitoring and measurement established by your organization (and your customers). Decide what tests are required and develop processes for them. How you document the processes is up to you.

Don't forget process monitoring - gages, etc. which is/are used for process monitoring and is not related per se to inspection and testing.
