These are defined in ISO 9000:2000 Quality management systems: Fundamentals and vocabulary.

A quality objective (3.2.5) is a goal, usually long-term rather than immediate, and is based on the organization's quality policy.
A requirement (3.1.2) is a documented need or expectation (mandatory); or an unstated expectation (implied). A requirement may be a customary or expected practice of the organization, customer or other parties. A requirement may apply to the product or to the quality management system.

Keep in mind also that ISO 9001:2000 is addressing the characteristics of the quality management system, not the technical specifications and details of the products produced in the system.

In the context of 7.1.a, an example of a quality requirement might be a specified defect rate as a maximum limit. An example of a quality objective might be a top management goal to reduce the defect rate to no more than a specified level by a specific date.
