Alfawei,
Welcome to Cove. ASQ is setting up partner in China. See the last month Quality Progress from ASQ. But this partnership is for much broader activity in china. You can write exam from any part of the World. I believe, ASQ will find a center, proctor to conduct the exam for you. Contact the ASQ Headquarters through email. We had a similar question in this forum from another member from Australia.

See other discussion in this same Certification topic, we have discussed various options.

2. Where can i get the exam of Last year ?
ASQ does not release the Exam Questions. The Questions paper is collected back by ASQ after completion of the exam. See study guide:
http://www.asq.org/cert/types/cqe/studyguide.html
for sample questions.
3. can you give me some suggestion
If you have difficulty understanding English, I believe ASQ has a Mandarin version of CQE. Contact Certification division to find out more. There are many exam preparation material availble in the market. But they are mostly in English language.
As I mentioned in the other threads, start with a CD/Primer, perform self assessment, identify weak areas, strengthen using additional references, perform reassessment, continue this cycle until you are confident to take the exam.
CQE has a reasonable quantity of Statistical Questions. So practice a lot on Statistical questions and get it correct at the right speed.
If you have more questions feel free to ask us.
Good luck,
Govind.

Thanks for your suggestion
I find some information in China
The Exam will be test by English and Chinese.
But the Chinese paper was translated too badly in last exam in china.
So i plan to read the english CQE Primer first.

For students from outside North America, cost of buying books can be a expensive item.
For CQE or for any ASQ examination, there are many questions designed to test real knowledge of the subject and correct answers to these questions decides whether you are successful in the test or not.
QCI primer offers some advantage that it is designed as per exact body of knowledge and does save you much time and resources, BUT if you donot have subject knowledge, study of primer alone may not help you in passing in first attempt.
Juran's handbook is by far, most useful book not just for CQE but for CQMgr as well if you plan to upgrade qualification. If you find cost is too high to purchase, you may borrow it from some college/university library
Since the book is too much in depth, I suggest that after reading a chapter multiple times, try to generate your own notes between 50 and 150 lines and use these study notes in final days alongwith primer.
