I am the current Treasurer for the American Society for Quality's Food, Drug and Cosmetic Division. The Division is currently in the process of publishing a book on HACCP and has already implemented an ASQ Certification program for HACCP auditors. You might want to check out the ASQ FDC Website (http://www.asq.org/perl/index.pl?g=fdc). It has a lot more information on HACCP on it... as well as how to contact some of the people involved.
