Is a procedure needed to effectively determine the context etc? Surely, if it was ISO 9001:2015 would require one...

WOW... What a waste of paper - IMHO

Instead... you don't need a procedure, but what most company are doing is creating a table of interested parties - adding it to Management Review and Top management reviews it periodically.
