Can unit be categorized as EMI class A when it has EMI class B power supply in it?

Is it possible to categorize overall unit as EMI class A when it has EMI class B power supply in it?

Short answer - Yes.

Slightly longer answer - look at relevant Harmonised Standard and make sure that the intended application calls up class A.

A "class B power supply" is just a PSU the manufacturer tested whilst connected to a resistor or active load
Assuming your product is more complicated than that (and most are :) ), what is important are the emissions of the combined "product + PSU". A class B PSU is nothing more than a good starting point - it is not a guarantee that combined system will meet class B
