This is a rather tall order. Without any knowledge of what your facility is or does it would be impossible to just grab a HSE manual off the shelf and provide it.

We may be able to help you develop your HSE manual, but I doubt anyone here is going to have a ready-made manual they can just post. Most corporations won't give away their manuals for free to other companies.

This also appears to be duplicative of another request you've made for a HSE manual.
