can someone tell me the difference between a barrier free washroom and a wheel chair accessible. do wheelchair accessible washrooms have to conform to the same measurements such as height of paper towel dispensers.

"Barriers" is a broad subject and is explained in the courseIntroduction to Barrier-free Design and ADA Standards for Accessible Design. Wheelchair access is about accessible design, and as such it is indeed specific in that it involves measurements and dimensions. Although the Course addresses access in terms of mobility and function, yes, I would agree it includes reachable paper towel dispensers. Or maybe a small stack of folded hand wipes could be placed on top of the sink?
