What is the minimum content in a ISo9001 quality manual ?

because i had seen many quality manuals that do not follow the classical way
(ISO 9001 clause by clause).

some quality manuals of 4 pages include the quality policy , a process map showing the interaction , a list of procedures . is it acceptable ?
