And if I'm the top manager, I can say that the person I choose to be MR is a member of management by merit of my selecting her, even if she wasn't one before.

Why do you doubt it? Who determines who's a "member of management"? If the gate guard is given the responsibility and authority needed to fulfill the role of MR, he becomes a member of management and satisfies the requirement.

We're talking about a hypothetical person, not an actual person. My hypothetical person is competent.
