Question What is more important - Head office OR Factory?

Dear All,
Hi I am working in the project base civil company we have an saperate head office and factory 100 km away from each other.
I am joining here as System engineer to prepare and implement the ISO system but as I visit to factory I found that there is nothing it's like a Dumping ground no proper shop floor,material not kept properly ,no system on shop floor and our Top management wants ISO certification.
And here in Head office it is different it has very pollished office with all facilities.
Department works in head office are Design/marketing/Purchase/Accounts/PPC
Department works in factory Production/maintenance/Stores/Quality?
But our top management say why we required a faccilities in factory?
So please guide me how I convence them to change there mind set?
Reply with exmples how factory set up in critical to satisfy the customer and to achieve ISO.

Whilst it doesn't answer your problems, the answer to your initial question of "which is most important ...", is both.

You will not achieve certification unless you control all of your processes related to your scope of activities.

I suggest you (with some outside support if required) perform a detailed 'gap analysis' against ISO 9001 of the existing processes and report the findings. Highlight the areas where the processes and practices satisfy the standard and where they don't.

From there you can create an action plan with responsibilities for actions and timescales for their completion.

Any time you start the whole Us'ns against Them'ns argument, you've already lost the battle. neither can operate without the other and it looks like your company is already divided. If there was ever a time for top management to step up to the plate and foster an environment of cooperation this is it. If you are ever to have a functional and effective QMS, you all need to value each other.
