QA Documentation Activities - Differentiate activities of "Review" and "Verification"

From QA Documentation-Activities stand point, how do we differentiate activities of "Review" and "Verification"?
viz., in some instances, QA is custodian of distribution-control of master documents and hence reviews/authorized them.
in other instances, QA verifies for completeness of documentation.
