The HSE provides a broad range of services for older people in our community, including in-patient acute services, step down and convalescent care, day services, rehabilitation, community services, home care and home helps.

Hello guys !
I believe (as someone already said in an other mail) that risk identificaion-assessment requires multiple competences and experiences so it need a multidisciplinary team. The purpose is tu use several différent "eyes" on the work activity which we wish to analyze occupational risks.
So who to put in this team? Quality and quantity of this assessment team is depending on the structure and resources of the company of course ! It can involve all the various internal at first "experts" of the job considered: methodist, manager, safety committee representative, ergonomist, OSH officer, nurse, HR officer... In short we can put all those who know the working activity (with a certain point of view) we will analyze ... But without forget the first specialist in each working situation: the operator(s) who works in this working situation !
For me, the specific contribution of the OSH officer is to bring knowledge regarding hazards-risks, and to bring risks assessment methods. But regarding who organize and manage (responsability) the risks assessment operations in the different working places I think it's better to give this mission to the different managers of these workplaces.

Hello !
Regarding the different last messages :
- Responsibilities : HSE operational responsibilities should be distributed in all activities and attached at each manager level of the company. But we must certainly define a HSE functional responsibility manager or service too with expertise (knowledge and skills) to audit the organization and to advise top management regarding OSH and E prevention.
- Manual / Plan : For me it's very simple and clear, "Manual" is a booklet, folder, file... showing an SM organization par example. "Plan" is a program, action list, project... describing preventive actions of which realization is scheduled on 2012 for example.
PS : it's seems to me that only ISO 9001 requires a "SMQ manual".

Dont forget, in addition to operational responsibilites you also need to inluclude responsibilites directed at implementing and improving the safety management system.

I would have thought that people lower down the organsation also have responsibilites and contributions to make for applying and identifiying opportunites for improving the safety management system.
