Very fast feet!

Seriously sometimes even computer controlled records can take longer than 30 seconds.

Reasonable time is a moving target with too many variable to put an absolute number to.

Keep the records on your desk.

There are any number of ways this might be achieved (electronic storage and retrieval foremost) but without knowing anything about the records, how many of them there are, how many people might have to access them in 30 seconds, etc., there isn't much help that can be given.
