For this need, try PDF-Xchange, you can add text, boxes, clouds, circles,etc.

I am also looking for a way to semi-automate the "bubble feature" on PDF drawing files. Many of these files come from customers and using the CAD drawing is not a viable solution. We used to have an Adobe Writer plug-in of some sort that automatically incremented the bubble number. The program was lost and I can't find anything about it on the web. If anyone knows how to get a tool like this, please let me know.

i agree. using acrobat is easiest way, but the file size becomes large when balooning. We faced a problem like this. We scanned the customer drawings (A0/A1 size), converted to pdf, then did baloon numbering. This has to be submitted to our customer in mail. It was very tedious. My customer mail could accept only file size of 3MB but the balooned drg was 17Mb.

I recently had this problem and resolved it by using Foxit (search for Foxitreader), This allows you to add bubbles to PDF drawings or any PDF, allong with text etc. The software is free and you can copy bubbles (callouts) from one document to another. I have used it succesfully and has been accepted by my customer. Once registered the online Foxit support is excellent

I downloaded a free pdf to word converter and then bubble in word and re print into a pdf for PPAP purposes. works ok.

Sorry to disturb, but I was just wondering, what does Bubble mean in this context???
I dont understand a clue about the problem, but I would like to

If it is just about edit a pdf file, there is a lot of solutions for that: Acrobat pro, bluebeam... If it is simple drawings you can can just take a print screen...
