Please Help! 7.1, 7.3 and APQP Requirements Applicability in Transfer Case

What do you think about the applicability of 7.1, 7.3 and APQP reqirements in the case of product transfer from one location to another? Does company need to fulfill such items as feasibility review, leader, team, schedule, resources, reviews (in milestones), tooling planning, FC, CP, PFMEA, instructions etc? Is it required or implementation of such items is dependent on company decisions?
Customer require only PPAP, because it's not new product for him.

You have a risk to manage in this case.
I suppose that you as a company are thinking to transfer the production of a product from one site to another site of the same organization and that this site is ISO TS certified too.
PPAP shall be submitted again because there are key changes : the AIAG Blue book also states this and I think thay you follow these guidelines as customer requirement.
However you shall have a plan to manage this transfer in effective and efficient way. So, from internal standpoint, you shall meet 7.1 based upon project mgmt approach ( e.g. APQP), to handle the key aspect of product realization planning.
This is a requirement you shall meet and it is not dependent where you realize the product.
