Question Can a Company get away with not having Employees Trained to the Processes they use?

I work in a company registered to ISO 9001/AS9100. We recently implemented a system to require engineers to read the processes and document it as self-read training. The Engineering department has stated that they do not believe that engineers need to train to these processes. The belief is that training on ESD and FOD meets the requirements. The belief is also that each project will have their own processes they follow (project management plan). The current processes layout the requirements for their processes (restates the ISO requirements mostly).

Please weigh in...

There are three simple requirements:
  1. identify competency needs
  2. provide training or take other action to meet those needs
  3. evaluate the effectiveness of the action taken
Notice that training is just one option of meeting the competency needs. If I have a person that already can demonstrate the competency needed, then training is not required.

Based on what I read (and there is not really a lot to go on), it appears that training might be in order, but then again.... The main question is whether the engineers can effectively perform their tasks without the additional training.

Why would you provide training if there is no reason or need for it anyway?
IMHO, training plan usually arise when there is an issue or need for it. When there are folks that are not familiar with the process.
