In designing our QMS we took into account that our Quality Manual would be issued to major customers as well as being audited by our certifying body. We could have left procedures that did not apply out alltogether but if I was a customer who knew anything about 9001 their total absence from the QM would raise flags. By referencing and excluding them (and stating the basis on which they were excluded) we avoid this. At certification we actuall;y got a pat on the back from the auditor for this.

R Harris - this issue is often caused by pigeon-holing documents as procedures or work instructions! Sure, the standard refers to some procedures but the rest of documents identified by your org. as necessary can be called whatever you wish! In fact, since the word "procedure" can be limiting to some, why not call the Design and Development document "Product Lifecycle Management"?
