Not sure which standard your are making a reference to but, here is my take on it.
AS 9100 Rev C
Outsource process.
7.5.2 (also known as special processes - Heat Treatment, NDT, etc) are usually outsourced (Paragraph 4.1 Read NOTES) to suppliers and are monitored through 7.4 Purchasing.
Control of Work Transfer
7.1.4 This clause has multiple purposes and it can be complex - remember that customer has provided the PO to your company and your company is responsible for the quality of the product if and when you choose to send it out of your premises - for whatever reason. Some examples can be when you send it out to suppliers for one or multiple operation, transfer between companies, contingency plan - something happens to the structure of your facility that you can not continue operation (Fire, lack of power for prolong period of time...) anyway. You need to describe how you will meet the requirements of the PO. (use section 8.2)

I intend that the first is done by internal personnel ( your company) , the second is given to an outside company ( construction, facilities , mfg etc) and you shall assure the same control as if it was done internally.
Control means measures ( KPI) , procedures , training of personnel etc.

I think this(quoted above) is the most appropriate , short answer of the question. I dont understand why the discussion of "special process" comes in. "Special processes" are quite different and clear i.e. not to be confused with work transfer and out sourced processes.
