7.3.4.1 Calls out that, "You shall define, analyze and report (in summary) measurements at specified stages of design and development, as an input for management review. Why is this not called out in 5.6.2? Can we monitor and review it at a lower stage than top management, just as long as it is reviewed?

I wondered about that too. Though it makes sense to have it in 7.3 because the authors of ISO/TS wanted to make sure that Management can not claim "ignorance" when D&D efforts are delayed. If you look at the stages in APQP, the Core Team is also encouraged to inform management of open issues and "gain their commitment."

Bottom-line? Management must be informed so that they can intervene when necessary.
