I believe the University of Toledo has an operations management doctoral degree. Bowling Green (BGSU) has on-line consortium for doctoral studies in Quality. Send me an e-mail if you need some more information.

I have just completed a Masters in Medical Technology Regulatory Affairs with Cranfield University in the UK.

This was excellent, spread over 8 modules with 2.5days per module for attendance, and the rest 'home study'. Just re-writing up the thesis now.
