How to determine a Capability Study for Low-Volume Suppliers

I work in the Oil and Gas Industry, I am new to the company and have been tasked to develop a capability tool in which my Supplier Quality group can use when evaluating suppliers. According to PPAP capability, there has to be 300 consecutive parts to measure. These are low volume suppliers who may only have 5-10 parts that can be measured pre-production during the First Article Inspection. Does anyone have an idea of what capability tool would fit this scenario? Thanks for any assistance..

One thing you can do is lump simular parts together and use critcal to quality dimensions plotted as a percent from nominal. This would be to evaluate the 'process' more than individual parts.
