I have question about application of IAF MD 5-
"2.3 Effective Number of Personnel".

I want to know how to determinate effective Number of Personnel.

2.STANDARD:OHSAS18001:2007

4. NUMBER OF SITES:1
5.NUMBER OF EMPLYEES:50
6. SHIFT WORKERS:no
7.NUMBER OF STAFF IMPLEMENTING IDENTICAL ACTIVITIES:
- Managers: 2
- Accountants:2
- Drivers: 9
- Builders Workers: 12
- Installers: 4
- Fitters: 7
- Laboratory workers: 2
- Operators:2

Is it possible to do the following reduction:

2Managers=1
2 Accountants=1
9 Drivers=1
12 Builders Workers=1
4 Installers=1
7 Fitters=1
2 Laboratory workers=1
2 Operators=1

Following that reduction of the effective number of employees is 8 people.

My question is whether it is permissible to make such a reduction.

Hi, Velika. The appropriate section of MD 5 is Section 2.3. The idea is that if you have a lot of people doing the same thing then you can reduce numbers. So if, for example you have 1000s of people in a factory assembling wiring harnesses (for example) then you can sample at a reduced frequency.

This does not apply for smaller organizations like yours. So your effective personnel is 50. Sorry! :(

The only one who can judge on this is the certification body. They have to look at the organization, how it operates, the (in this case) H & S risks within the business and justify any positive or negative variation from the 'standard' number of days.

You have to give us information on how you are using this:-

Are you a representative of a certification body, for example? (I wouldn't think so) Are you a consultant? Or are you doing this audit as an internal audit. If you are NOT from a CB, then the document doesn't really apply and you can choose whatever number of days you feel is enough time to do the audit!

Section 8 on page 9 defines the circumstances under which adjustments may be considered. The table shown is the requirements for the number of audit days. You cannot simply ignore them and adjust the headcount as you've indicated. Typically, adjustments are only relatively small. For example, if we use a QMS audit, on a company not designing products, then up to 20% time reduction can be taken. The design process is a complex one so it may represent up to that amount of audit time.

For an OSHAS 18000 audit, you have to evaluate risk. Don't forget that at the stage 1, the auditor should confirm the number of days for the audit is adequate.
