2.1 the procedure state:7.2 The Quality Council will review GUYSUCO’s quality management system, at a minimum of twice per year (after each crop), to ensure its continuing suitability, adequacy and effectiveness. we had one MR in June 2012 to cover for 2011 first crop and 2012 second crop. we conducted two reviews in 2011. the problem is we can still keep a review in 2012 to have two reviews in this year.

Jim got it right. You need to keep some flexibility in your procedures. If you still feel after each crop is something to pay attention to, you could say "two times a year, usually after each crop".

Just a cautionary note - Often, important and timely management decisions need to be made after a harvest, such as soil improvement/fertilizer program. Decisions on the type (N/P/K ratio and others) and dosage need to be made as soon as the analytical results or specialist advice are available.
What's important here is to understand what is the purpose of the management review and whether time is of the essence. Otherwise, Jim's advice is definitely right.
