TL9000 includes all of ISO 9001, so prior registration to 9001 isn't necessary. You can find more information and resources on the TL9000 website.
Just to expand on Jim's reply, TL9000 is one of many "ISO based" standards that include ISO9001 in its entirety. TL9000, AS9100, TS16949, etc. are all ISO9001 with a bunch of industry specific stuff added to it.
I'm not positive about TL9000 because I've not read it, but in AS9100 and TS16949, the ISO text is regular text - the additional industry specific requirements are in bold italic font.
