Question ISO/TS 16949 Clause 8.1: Full of Repetitive Requirements?

Hi all
In clause 8.1 ISO/TS states:
The organization shall plan and implement the monitoring, measurement, analysis and improvement processes needed
a)to demonstrate conformity to product requirements,
b)to ensure conformity of the quality management system, and
c)to continually improve the effectiveness of the quality management system.

I think all of these requirements are repetitive. For example, see the first requirement:
The organization shall plan and implement the monitoring, measurement, analysis and improvement processes needed
a)to demonstrate conformity to product requirements
Planning of monitoring/measurement processes for product conformity has been stated in several clauses, such as:
•7.1 c
•7.4.3
•7.5.1.1 (for ISO/TS)
•7.6
•8.2.4
Also, planning of analysis processes has been stated in several clauses, such as:
•5.6.2
•7.3.4
•8.4
•8.4.1 (for ISO/TS)
Also, planning of improvement processes has been stated in several clauses, such as:
•5.6.3
•8.5.2
•8.5.3
Requirements for implementation of these processes also included in the mentioned requirements and in others clauses such as 7.5.1.
The only new requirement in this clause is for statistical techniques.
Do you agree with me that these are repetitive requirements? Maybe my observation or understanding is wrong?

My interpretation is that ISO 9001 and TS are also divided in chapters ( 4,5,6,7,8): each of them considers requirements pertaining to each phase of an ideal PDCA.
Chapter 8 you are referring to with mentioned requirements includes the aspects related to measurement, analysis and improvement, in a certain sense a sort of positive spiral to reach higher performance of the whole QMS. It could be ideally the step to reflect on the organization results and make the step ahead and raise the bar to better satisfy the customer and improve internal processes.
