Please Help! ECR/DCR Process Flow - What changes require an ECR vs. a DCR

Hi Cove members!

I'm currently hired at a composite test facility (Trying to live the ISO 17025) but we are lacking a document change request system.

Basicly I'm trying to figure out a process on how do we handle DCR and ECR.

I'm a little blank on who should "filter" what changes requieres a ECR and what is just a DCR. Should our engineering group do this or should it be a QA Technician?

The change once approved should ofcourse go to the document owner.

Can anyone post some process flows for inspiration please, thanks in advance.
