Manufacture and Sales of GHS Labels and Pictograms

I am currently looking for information of what my company would need to do in order to produce, use in house, and sell to customer market in regards to legal requirements.

1. Are these images complete public domain as long as they are not altered?
2. Do they have to be a specific size?
3. If there is a licensing requirement, who would be the contact?

Any help with these questions would be greatly appreciated.
