The first thing I would look for is to see if they have a defined process for meeting the requirements of the 2 clauses (note, I didn't say they need a documented procedure).
Then I would see if the systems were being implemented and if so, what were they doing with the results obtained.
8.2.1 does not require sending out questionnaires, it requires the organisation to determine the customer's perception of how well their requirements have been met. This may be in the form of data analysis following the conclusion of a project, repeat business, market share, reduction in complaints, lack of returns and fewer credit notes - most of these are indicators regarding the customer's perception.
8.2.3 depends on the type of organisation - in a manufacturing or processing industry it may include yield, cycle time, rejects, waste, turnaround time, etc. It can also include the monitoring and measurement of the achievement of objectives, results from internal audits, outputs from management review, etc.
