IPC 620 Standards vs. Company Engineering Drawings (Prints)

We are running into some issues where the engineering drawing is not completely compliant with the notes we placed on the drawings saying to be compliant with IPC 620.

Example is we build a harness that is 3 wires of 20awg teflon wire that has heat shrink wire markers. Per IPC620 standard for class 1, 2, 3 these markers are not allowed to move on the wire bumdle. Ours move and need to move for assembly purposes but we need it marked again for proper assembly. How and were do we doument this is allowed to be non-compliant with this part of IPC. We do have notes that says drawing will override any other spec I think we need to have something mentioning this particular one on this drawing since other harness the markers cannot be allowed to move.

the whama is only to be used from a referee stand point.
it is aerospace standard information but the drawings take precedence.

are the wire markers printed heat shrink labels? or tedlar id tape?

the Boeing and whama spec does say that the is tapes or labels should not move.
why would they need to be moved to install? if something is in the way move the label and re apply it.
