Sorry, ours is currently based on the 1996 version of the standard and is proprietary in nature. I think most would be reluctant to share such a document.
I tried a Google search of ISO 14001 Manuals which wasn't too productive. However, a search of EMS Manuals produced two ISO 14001-2004 Manuals and a good many ISO 14001-1996 Manuals.
You are correct; both versions of the ISO 14001 standard (1996 and 2004) don't require a manual. However, having a manual is a common occurrence. From an auditor's perspective, it is more convenient to audit EMS documentation when it is contained in a manual vs separate procedures.
I have attached the Table of Contents for our EMS Manual at Exelon Nuclear. It has been modified to comform to the 2004 standard. I cannot attach the contents as the information is deemed confidential. My company is business unit of Exelon Corporation so the higher level internal audit functions are managed by Corporate EH&S.
