Please Help! Supplier / vendor monitoring - Advice for a different way of looking at monitoring

Looking for advice for a different way of looking at this question re: supplier monitoring. I recently joined an FDA regulated R&D organization (drug) and am responsible for supplier assessments and approvals.

90% of my suppliers provide non-critical materials for which the procedures I inherited call for monitoring annually by measuring # of lots received vs. # of nonconformances to get % nonconformance. The number of lots rec'd is very low (1 to 3 lots per year) -- this data does not provide much in terms of supplier capability.

Any suggestions on alternate metrics to monitor suppliers under these circumstances?
