CSQE : Do they consider the sw development “Decision making” experience?

In the Experience Requirements section for CSQE (Certified Software Quality Engineer) they stated that:

"You must have eight years of on-the-job experience in
one or more of the areas of the Certified Software Quality
Engineer Body of Knowledge. A minimum of three
years of this experience must be in a decision-making
position. “Decision making” is defined as the authority
to define, execute, or control projects/processes and to
be responsible for the outcome. This may or may not
include management or supervisory positions."

Is the software development experience considered to be a “Decision making”
experience, as it is part of the Project execution ?

ASQ HQ Certifications group has the final say in this. However here are my guidelines.

It would help if you explain exactly what your role in “software development” is.
There multiple roles and responsibility involved in Software Development from Project Manager to technical writer.

If you were responsible for coding only, then try explaining how you were involved in decision making.
If you were a Software functional prime in development, responsible for Code review, requirement management,release management,etc. then you will have to make decisions regarding the project, software product quality. This would qualify for the requirement.

In summary, if you explain the responsibilities that involve decision making in a detailed manner, you have a higher probability of application getting accepted.Merely saying Software Development experience may open doors for ambiguity.
