IMHO, the USA should be more proactive in these kinds of things. At least strongly promote these initiatives among business. Maybe help ensure an infrastructure is available. I would not want the gov. to regulate it at first, however.

Some of the WEEE requirements have been delayed by the UK government due to a lack of proper facilities for the disposal of the equipment but they'll still be in place by June 2006.
There's good information about the regulations and how they'll be applied in the UK http://www.environment-agency.gov.uk
