I want write a professional procedure for “ control of nonconforming service “ in service organization but I do not have any idea for it.
Do you have any sample or idea?

First of all you have to identify the services (products) delivered by the specific governmental agency. E.g., Education, transportation, electricity, sewage, etc.... What happens then when service is not delivered according to the plan? Preventive action, correction and corrective actions should be part of the procedure, imho. You should get yourself a copy of ISO IWA4:2005 Quality management systems -- Guidelines for the application of ISO 9001:2000 in local government

Does the service performed have a set of criteria which would be used to describe the service to be performed? If so, that would be a starting place. If not, why not make up a set of this type of criteria, not only for this measurement, but so that your employees know what is expected?

Correction is correction--it doesn't matter what type of organization is involved. You establish the requirements, make sure the processes and people are capable, and when something goes wrong, you fix it and try to make sure it doesn't happen again.
