Just did a search for TPM Certification and discovered an
article about a company that actually received a certificate in this field! The TPM Certificate is issued by the Japan Institute of Plant Maintenance. There's a "
club" in India dedicated towards this JIPM approach.
Nutshell summary, it's an approach towards routine and improvement management processes within an organization and involves all levels of personnel.
ISO 9001 would probably be a foundation to establishing/strengthening one of the pillars of the TPM methodology. Being registered to ISO 9001 would probably assist in providing evidence that the applicable requirements of the TPM Certificate have been met, but even if not registered, having a system that conforms to the requirements would probably still help.
As to whether or not it is a requirement, I suggest you contact JIPM or a representative at this "club" in India.
