I will admit that's quite a "first question" you've got going here and I doubt that you'll get a "one size fits all" kind of answer.
What is the purpose of this Quality Plan? Perhaps you tell us more about what you're looking for? I've got a few possible avenues in mind, but I'd rather hear what you're looking for, first.
