Please Help! Inputs - Links To Processes - How to format

While reviewing the functional manuel for my division, I noticed that inputs to 'links to processes' were either in the form of a list of standard/procedures used by the function or written in text format only with no document/procedure reference numbers given to the processes stated.
What should be the correct format or is the above satisfactory?

does it work? does it bring you where you want to go? is it efficient? what value will changing it bring to the table?

I personally like a consistent link, typically a hyperlink...(or procedure series or numbers list for hard copy)...but thats a wish list...ya gotta find your way around to the appropriate reference...what works for your environment?
