Thanks for a great topic first of all,
The way i see it is its best to start off with a system in place, considering that you have to get everybody involved in its development, i think the most critical thing about starting a new business and developing a system at the same time, is how it shall appeal to everyone in the organizations, you don't want to drop a whole load of documents developed by an external party on the new guys, or they maybe defensive and low spirited.
New employees are usually enthusiastic and eager to participate and cooperate, use that with caution so you wouldn't lose it along the way, my suggestion is to have some sort of a program where everyone gets to give his ideas and share in building the system so that you wouldn't be swamped by one to one suggestions and end up displeasing everyon.

Just an update:
I attended the "breaking-ground" ceremony yesterday for our new site. All the city "suits" were there to witness/celebrate the event. I came along just to take hi-res photos for our own business purposes. As it turns out, the "Press" did not show up and their office is directly across the street from the site!!  There were 2 other people there who had cameras but their cameras were insufficient in my opinion - being that I am an amateur photographer I am into the latest and greatest pro equipment. After the deal was over, the city reps came over to me and asked for my photos!  Hmmmm, as long as I get photo credit, sure! My boss was very glad I attended.
It won't be until (approx.) May 2007 that we expect to have the new facility complete. Then I can slither in and start ISO 9001 undetected.

Update: May has passed - we missed our mark! Grand opening may not be for another 2 months. Machines started to arrive in May. Electrical is partially in the bldg. Office are not done. We've hired a heat treat guru, a permanent mold production guru, and a cast products quality guru. I am still told to leave it alone...

Thanks for the update Crusader. I am a little surprise that they still have the QMS on hold, unless, you may have mentioned that a "Corporate Registration" is possible. I still feel that might be the best way to go.
