Have you done a search online?

A whole five minutes on the topic of a safety management system? Wow. Talk about dedication.

Out of curiousity...what is your company's safety record like? Bad trends? Good trends? How many medical aids? How many lost times? Maybe you should show those numbers and say that a system may help to formalize the processes to get the numbers under control.

This DNV flyer attempts to convey the message you are looking for. Maybe you can use some of the text here to create a short presentation, but like Roxane said, the best way is to use recent safety accident and incident data AT YOUR WORKPLACE and drive the message that an OH&SMS would have assisted in PREVENTING such occurrences. If you can tie up the COST OF NON-SAFETY, even better...

Sidney's flyer has several good selling points.

What are some other good, brief arguements Husain might use?

Does having OHSAS 18001 reduce insurance costs/premiums or increase cash-back programmes? I know that we have something here that if our safety record is below a certain level, we get money back. Vulcan mind-dump occurring right now and I can't remember the specifics of that system.

We had a discussion along these lines in a thread concerning "Does ISO 14001 reduce insurance premiums?" Actually a couple of people responded positively about the experience they had with their insurers agreeing to reduce premiums.

The line of thought is the same for OHSAS 18001. With a well implemented OH&SMS, accident and incident rates should decline, which means that you are better managing occupational health & safety risks. Thus, if your operation represents a lesser risk to the insurer, it only makes sense that you pay less for your coverage. On the other hand, many insurers will require demonstrable factual data BEFORE agreeing to reduced premiums. After all, we all know that you can have management systems that comply (and are even certified) to a Standard and Specification, but do not deliver on results.
