Safety Procedure for Transport of Heavy Equipment

We are the manufacturers of heavy equipments weighing around 500 tons. I am preparing a procedure to be followed for the safe transport of this equipment to our customers by land and sea.Can someone give input for this?

Is there no government agency that you can get the requirement?

How about the requirements of whoever is actually going to be doing the transport?

How about shipping industry standards?
