That picture is your 'Avatar'.
You go to your User CP (User Control Panel). There, on the left you will see a list of links, one of which will be Edit Your Avatar.
There are about 140 avatar's pre-made to choose from. If you want to put a picture of yourself in, rather that one of the forum 'standard' avatar's, you have to have posted at least 10 posts. Since you have over 63 at this time this will not affect you.
Other limitations: The maximum size of your custom image (avatar is 75 by 75 pixels or 64.0 KB (whichever is smaller). Now and again, some people have trouble getting their picture to fit 75 by 75 pixels. If you do, just ask one of us and we can help.

You can also put a picture in your 'User Profile' (look at the list on the left for Edit Profile Picture). It can be a bigger picture than your avatar picture - 150 by 150 pixels or 64.0 KB (whichever is smaller).

Ok:
Click your User CP (top left corner). Then you will see Edit your Avatar under Settings & options to the left. Once there, you have to scroll down, tick the Use custom avatar option and upload your picture.
