Default Semiconductor supplement

We are a subcontractor who manufacture integrated circuits for non-big three product and non-customer is certified QS-9000. However, we are currently pursuing QS-9000 certification. Can anyone clarify QS-9000 requirement as below.
1 Must our company implement Semiconductor supplement? The cover page of manual stated that " for use by semiconductor suppliers to members of the automotive electronic council"
2 Are our internal approval system for PPAP adequate unless specified by customer? Becuase our customers may not know what PPAP requirement when we submit PPAP for approval.

We appreciate if anyone give me answer.

I worked with Motorola's semi-conductor sector in their QS9000 effort. I believe that even though you are not a tier 1 supplier, you will still be responsible for compliance with the semi-conductor supplement.
