The 25-04-2000 Vote - Did the vote about DIS ISO 9001:2000 obtained 75% of yes?

i need to know if the vote about the dis iso9000:2000 obtained 75% of yes so, if now we will go to the fdis iso9000:2000.
i think the end of the test time was the 25/04/2000.

The USA voted No on the DIS for ISO 9000:2000 and for ISO 9001:2000. In March at the US TAG meetings, work was done to propose wording that would allow the USA to change their No votes. Until the next meeting of TC 176 internationally, there can be no formal resolution.

It is my impression from what I have seen that no drastic change to either document would occur. In the case of ISO 9000:2000, it had to do with a few definitions. In the case of ISO 9001:2000, it involved two points, one of which was related to internal auditing. There was no wholesale rejection of large parts of either document.

If past experience is any indication, these issues will hopefully be resolved at the next TC176 meeting and the FDIS vote will occur this Fall.

According to the ISO Press release on 18th May, the DIS vote was positive and they intend to make the changes, to satisfy the various remaining issues, for inclusion in the FDIS.

Looks like things are back on the planned timescale....which makes those of us who would have to spend another 6 months explaining what ISO9000:2001 was all about to our businesses most relieved !!

Positive vote on draft ISO 9000 revisions

The national standards institutes that make up ISO (International Organization for Standardization) have returned a positive vote on the Draft International Standard (DIS) versions of the ISO 9000 revisions currently being developed.

The documents – ISO 9000, ISO 9001 and ISO 9004 – will now undergo further revision before their release as Final Draft International Standards (FDIS) in September 2000 for a two-month ballot by ISO’s members. If that vote is positive, the ISO 9000 revisions will be published as fully fledged International Standards before the end of the year.

The ISO 9000 family of standards on quality management is the most successful of the more than 12700 standards developed by ISO. An estimated 350000 quality systems based on ISO 9000 standards have been implemented by organizations of all types in at least 150 countries.

All ISO standards are reviewed at least every five years to ensure that they remain at the state of the art. The current revision of the ISO 9000 standards is the second and the most thorough since they were first published in 1987.

The revisions are being carried by ISO technical committee ISO/TC 176, Quality management and quality assurance, in which national delegations of experts from 74 countries participate. Consensus among the experts is required on the revisions to the texts before the drafts can be elevated to the FDIS stage

ISO/TC 176 is now processing the comments that were submitted by ISO members along with their DIS votes. This work will continue at the committee’s meeting planned for 3-8 July in Kyoto, Japan, where agreement will be sought for elevation of the revised texts to FDIS status.

I am a member of the US Technical Advisory Group. My response that follows is based on what I believe to know. I do not represent the US TAG.

I do not know the content of the UK, Canada, or Japan's comments when they voted on ISO/DIS 9001 and 9004. These three countries did vote "No" to moving ISO/DIS 9001 and 9004 to Final Draft International Standard (FDIS). The US voted "No" to 9001 and "Yes" to 9004. Also, it should be noted that some countries that voted "Yes" also submitted comments of stature that should have elicited a "No" vote.

All P-Members (Participating Members) of the TC 176 get one vote. In other words, all participating countries get one vote regardless of the size of the country, its wealth, or how much work the country has put into developing the standard. Having one vote for each P-Member eliminates the "bulldoze" possibilities. It is not based on egos. The voting rules are based on the goal of consensus.

Two-thirds of the P-Members must vote "Yes" and no more than one-quarter of the members can vote "No" in order to elevate the DIS to FDIS. These criteria were met so it looks like the DIS 9001/9004 will be elevated to FDIS during the WG 18 and SC 1 meeting in Kyoto, Japan.

The Working Group (WG) 18 and Subcommittee (SC) 1 will be meeting in Kyoto, Japan from June 28 through July 8, 2000 to review all of the comments submitted regarding the elevation of DIS 9001/9004 to FDIS status. Approximately 1,800 comments were received for 9001 and 1,400 comments for 9004. I do not think the WG 18 and SC 1 would have a meeting in Japan to review the comments if the DIS was simply going to elevate to the FDIS without changes. Jeff Hooper, WG 18 Project Leader has stated that every attempt will be made to consider all of the submitted comments in order to have the best possible standards that meet the most needs of the P-Members.

The true status of the world wide standard will be known after the Kyoto meeting when the accomplishments of the WG 18 and SC 1 are published. I would not consider any other source of information since no one really knows what the results of this future meeting will be.

If there are any seasoned TC 176/ US TAG members reading this note that believe I have mis-informed the public, please correct me.
