Design and Development Definitions - ISO 9001:2000 Clause 7.3

What is the difference between "design" and "development" regarding cl. 7.3 of 9k2k?
I know that these terms have different meanings in different countries.
May be it has been already discussed?
Please give me corresponding references.
I'm not an expert. Design is the beginning of the product development. Development is the monitoring requirements for inputs;outputs;validation;etc. Yes? No?
Reference Q9000-2000 "Fundamentals and Vocabulary" there is a note to the definition stating " The terms design and development are sometimes used synonymously and sometimes used to define different stages of the overall design and development process".
Design - taking an idea or concept and translating it into a product (design).
Development - taking an existing design and making improvements to it over a period of time. Enhancements to a maturing product, for instance.
When reading the QS9000 requirements and the fact that they sometimes use terms interchangeably, it makes it difficult to interpret at times. This is further compounded by folks from different countries where words might not be synonymous or no equivalent exists. I don't know if this is totally avoidable but occasionally unfortunate.

Thank you gentlemen for your assisstance. But do you know that in previuos drafts of ISO 9001:2000 (CD3,DIS) the name of ch. 7.3 was "Design and/OR development". So it means that somewhere (in different countries or in various fields of business activities) these are equal things. Am I right?
