Essentially, it is a "Technical Specification" not quite a standard yet.
ISO realized that they were not getting their cut out of the pie when the world automotive industry came out with their own automotive specific standards. ISO simply took the ISO 9001:1994 standard, added most of the Big Three QS requirements and some of the German VDA
