Question Is there a new Part 3 in the CFR 14? Or is a NPRM (Notice of Proposed RuleMaking)?

Gentleman,
I have two questions:

1) Is there a new Part 3 in the CFR 14?
Or is a NPRM.

2) What must be the "real statement of qualification for somebody to be a DMIR ". How come DMIR's are not test it, in surface plate lay out as "Mechanical Inspectors"?

The current version of Part 3 (dated 10/17/05) shows no pending NPRM.

I am not sure I fully understand your second question. I am guessing that you will find your answer in the FAA order 8100.8.

The reason I'm asking is that I met a couple of DMIR's when I go to do source inspection, and I notice that they have big difficulties in reading aerospace drawings and also, they do not know how to measure true position on a surface plate for example.So I'm wandering if they are tested on inspection lay outs and drawings readings or the FAA goes by the statement of qualification provided by the company?
If the latest is true, this statement could be greatly exagereted.One only have to witness on how they do the lay outs to see the lack of knowledge
in mechanical inspections techniques and DWG's readings.
